GSM stands for Global System for Mobile Communications (originally Groups Spécial Mobile), which was a European standard for 2G mobile networks, meaning that subscribers could use their phones across the whole of Europe. A key feature of GSM was the Subscriber Identity Module, commonly known today as a SIM card. This document was an early written agreement between the UK, Germany, France and Italy. It set out the terms of this agreement, stating that Europe should have a single standard for mobile communications, and that mobile network providers in all four countries must cooperate in order to provide commercial services that met this standard by 1991.
